Francis Hector Clergue was a visionary who began Algoma Steel, St. Mary's Paper, Algoma Central Railway, the Public Utilities, Helen Mine, Gertrude Mines, Sault Ste. Marie Ontario Transit. However, his zeal outdid his business acumen and in 1903 he failed to meet the payroll at Algoma Steel. A riot erupted and the milita was called out. Sir James Dunn replaced Clergue in 1907 as President of Algoma Steel. Algoma Steel remains an important part of the Sault Ste. Marie economy.
